About Chris
Chris joined Martens Appraisal in 2005. Chris is a state certified appraiser as well as a professional engineer. He combines his expertise in valuation and transportation engineering in both appraisal and consulting projects. Chris provides consulting services including: before/after valuation, partial interest valuation, highest and best use, Uniform Relocation Assistance Act, and litigation consulting.

Experience
Expert witness in several eminent domain proceedings; valuation experience in large industrial facilities, office condominiums, existing and proposed hotels, redevelopments and development land. Special use properties such as school / university campus buildings, daycare centers, veterinary facilities, and funeral homes are within Chris’s scope of experience.
Chris has over 30 years’ experience as both public sector employee and private consultant, and over 25 years of experience with the Transportation Research Board (TRB) including 21 years of committee membership. Chris has served as a member of both the TRB Access Management Committee and the Eminent Domain/Land Use Committee and has served as subcommittee chair, committee communications coordinator, and committee program coordinator. Chris has also been appointed as an expert panelist on more than a dozen research projects for the National Cooperative Highway Research Program (NCHRP) and has worked on multiple consultant teams conducting NCHRP research projects and implementation projects.
